Whatever be the problem that is troubling you, whether it is garbage, roads or drainage, the first obvious step would be to identify the problem (See list of problems and their RTI Applications) that the applicant feels strongly about. For e.g. it could be bad roads in one's locality. Then the department pertaining to the grievance has to be identified, which in this case is the Municipal Corporation of the area (here the voluntary declaration of the department is essential as given in Step 1, with this information a citizen can identify the correct department and the PIO),

To locate the Public Information Officer (PIO), the applicant can check the web or call the ministry for information. If unsuccessful, he/she can just hand over the application to the reception/receiving clerk/tappal section to get acknowledgement or otherwise send the same by registered acknowledgement. At the end of the day, persistence pays off, as it is imperative that the administrator in question responds within the stipulated time of 30 days.
