In a historic decision, Sri. K A Thippeswamy, Information Commissioner, Karnataka ordered that payment made through Money Order is an acceptable mode of payment under RTI Act. One Mr. Gautham, a management student had sought information from Inspector General of Registration. The IGR had demanded a further fee of Rs. 22/- towards cost of providing information. Mr.Gautham sent the amount through Money Order and the same was returned by the PIO stating that MO is not a recognised mode of payment. This was challenged before the KIC. Mahithi Hakku Adhyayana Kendra argued that Money Order is nothing but payment of cash through an authorised representative and hence return of MO is in violation of Karntaka Right to Information Rules. The KIC directed the PIO to supply information free of cost. It also ordered that Money Order is a recognised mode of payment and hence denial of MO is in violation of the Karnataka RTI Rules.
